Notice of Sales and Use Tax Election to the Qualified Voters of Polk County

YOU ARE HEREBY NOTIFIED that on the 7th day of November 2023, an election will be held in all voting precincts of Polk County. At the election there will be submitted to the qualified voters of Polk County for their determination the question of whether or not a special one percent sales and use tax should be re-imposed within the special district of Polk County, upon the termination of the special one percent sales and use tax presently in effect, for a maximum period of time of 24 calendar quarters, for the purpose of providing funds to pay the cost of the hereinafter described capital outlay projects pursuant to an Intergovernmental Agreement, dated as of May 2, 2023 among Polk County, the City of Aragon, the City of Cedartown, and the City of Rockmart.

  • Capital Outlay Projects to be owned or operated by Polk County, a total of approximately $32,640,000.00, to fund:
    • County Wide Recreation;
    • Public Infrastructure Improvements;
    • Public Safety Facilities, Equipment, and Vehicles;
    • Public Works Facilities, Equipment, and Vehicles;
    • Transportation Equipment and Vehicles;
    • Judicial Complex Facilities and Equipment;
    • County Buildings, Facilities, and Equipment;
    • Economic Development.
  • Capital Outlay Projects to be owned or operated by the City of Cedartown, a total of approximately $16,640,000.00, to fund:
    • Recreations and Park Improvements;
    • Municipal Infrastructure Improvements;
    • Municipal Equipment and Vehicles;
    • Technology Infrastructure and Improvements;
    • Public Land; Buildings and Facilities Improvements;
    • Municipal Debt Service;
    • Economic Development and Tourism.
  • Capital Outlay Projects to be owned or operated by the City of Rockmart, a total of approximately $13,817,600.00, to fund:
    • Municipal Infrastructure Improvements (Water, Sewer, Collection & Distribution Systems); 
    • Municipal Buildings, Facilities and Public Use/Recreational Area Improvements;
    • Public Safety Facilities and Equipment Improvements;
    • Transportation and Pedestrian Infrastructure Improvements;
    • Downtown and Small Business Corridor Development and Improvements;
    • Economic Development and Tourism.
  • Capital Outlay Projects to be owned or operated by the City of Aragon, a total of approximately $902,400.00, to fund:
    • Public Safety Equipment;
    • Public Works Equipment;
    • Municipal Infrastructure Improvements;
    • Technology Improvements

Voters Desiring to vote for the re-imposition of such sales and use tax shall do so by voting “YES” and voters desiring to vote against the re-imposition of such sales and use tax shall do so by voting “NO,” as to the question propounded, to wit:

“Shall a special one percent sales and use tax be re-imposed in the special district of Polk County for a period of time beginning July 1, 2026 and not to exceed six (6) years or 24 quarters and for the raising of an estimated amount of approximately $64,000,000 for the purpose of funding: (1) For Polk County, a total of $32,640,000.00 to fund, County Wide Recreation; Public Infrastructure Improvements; Public Safety Facilities, Equipment, and Vehicles; Public Works Facilities, Equipment, and Vehicles; Transportation Equipment and Vehicles; Judicial Complex Facilities and Equipment; County Buildings, Facilities, and Equipment; and Economic Development. (2) For the City of Cedartown, a total of $16,640,000.00 to fund, Recreations and Park Improvements; Municipal Infrastructure Improvements; Municipal Equipment and Vehicles; Technology Infrastructure and Improvements; Public Land; Buildings and Facilities Improvements; Municipal Debt Service; and Economic Development and Tourism. (3) For the City of Rockmart, a total of $13,817,600.00 to fund, Municipal Infrastructure Improvements (Water, Sewer, Collection & Distribution Systems); Municipal Buildings, Facilities and Public Use/Recreational Area Improvements; Public Safety Facilities and Equipment Improvements; Transportation and Pedestrian Infrastructure Improvements; Downtown and Small Business Corridor Development and Improvements; and Economic Development and Tourism. (4) For the City of Aragon, a total of $902,400.00 to fund, Public Safety Equipment; Public Works Equipment; Municipal Infrastructure Improvements; Technology Improvements.”

The several places for holding the election shall be in the established voting precincts of Polk County, and the polls will be open from 7:00 a.m. to 7:00 p.m. on the date fixed for the election. Those qualified to vote at the election shall be determined in all respects in accordance and in conformity with the Constitution and statutes of the Untied States of America and of the State of Georgia.

The last day to register to vote in this special election is October 10, 2023, until 11:59 p.m.

This notice is given pursuant to joint action of the Commissioners of Polk County and the Superintendent of Elections of Polk County.
