REPORT: Man busted driving motorcycle at night on learners permit

Polk County Police arrested a man after he was riding a motorcycle at night outside of his learner’s permit, and had to be ordered off his bike by officers when he refused to pull over after being followed to Spruce Street late Tuesday night, per a report.

Police jailed Kelby Neal, 31, of a Spruce Street address in Cedartown, was taken into custody in front of his residence after police ordered him off the motorcycle.

Neal was initially spotted at the intersection of East Avenue and College Street at the red light on his motorcycle without a license plate. Then Neal was spotted speeding up when passing Marshall Street, and “passed a car within 100 feet of the red light at College Street” and then ran the red light, and continued down Wissahickon Avenue until turning onto Spruce Street.

All this time, Neal was reported to have ignored the blue lights and sirens on the squad car chasing him down. He was immediately taken into custody once he stopped, and explained his actions.

“Neal stated that he got his motorcycle learner’s license today, which prohibits him from operating a motorcycle at night time.”

He was booked and later released on a $2,390 bond on misdemeanor charges of failure to yield for authorized emergency vehicle, violation of license restrictions, reckless driving, failure to obey traffic control device, and open container violation.
