REPORT: Man gets irate at warning for parking in handicapped spot, ‘attitude’ ultimately gets him booked

Mark Steven Pope

A Rockmart Police officer was willing to let a man parked illegally in a handicapped spot at Walmart go with a warning, but a couple of bad decisions ended with being placed in cuffs according to reports.

Mark steven Pope, 66, of a Rockmart address, was arrested on Sunday afternoon in the parking lot at Walmart after police found him parked in a handicapped spot without a visible tag or decal anywhere on the vehicle.

The reporting officer was initially willing to allow Pope to go with only a warning for parking in the spot, but during the process of writing the ticket the officer reported that Pope “began making comments about me going to the border to do some useful work.”

“I told the offender that I considered what I was doing to be useful and I then got back into my car to complete the warning, giving the offender the courtesy of not issuing him an actual citation.

When given a copy of the warning, Pope became “agitated,” and based on the report spoke before thinking further about the situation. The officer wrote that “The offender was being a smart aleck due to what I believed was him not liking the fact that he got a warning.”

The officer changed his mind and decided to write him a ticket, and Pope told the officer that he was ready to leave but not before the patrol car was pulled up and blocked him in. Pope then was reported to have walked back into Walmart to get store management and attempt to argue his way out of the ticket, but they were not on his side.

After he came back outside, the officer who had warned him not to leave the traffic stop placed him in handcuffs. Pope attempted to jerk his hands away from the officer and bought himself a resisting arrest charge to go along with a charge for violation of handicapped parking.

Pope was later released on a $1,160 bond from the Polk County Jail.
