ROME – On Wednesday, March 17, 2021, the Georgia Bureau of Investigation arrested Kimberly Lynn Davis, 43, and Barbara Nicole Rayburn, 25, both of Rome, GA. Davis was charged with Theft by Taking, Theft by Deception, Theft by Conversion, and Financial Transaction Card Fraud and Rayburn was charged with Theft by Deception.

The Floyd County Sheriff’s Office assisted with the arrests. The arrests were the result of an investigation into questionable financial transactions from funds belonging to the Sexual Assault Center of Northwest Georgia.



Davis, the former Executive Director, was terminated from employment in July 2019.

On July 12, 2019, the GBI was requested by the Floyd County District Attorney’s Office to investigate. The GBI investigation resulted in the identification of over $22,000.00 of funds from the Sexual Assault Center of Northwest Georgia intentionally being used by Davis for personal gains instead of official needs of the center.

Rayburn accepted money from Davis after the two falsely claimed that Rayburn was a contract employee of the Sexual Assault Center of Northwest Georgia.

The investigation is ongoing.
